It establishes a life in guilt. A person who fears God will never allow their conscience to remain in guilt. That which makes you guilty makes you vulnerable and opens a door.

The absence of the fear of God makes people to hurt others without feeling. It makes people exist without emotion,empathy or feeling making them vulnerable to destruction.
